I wonder what would have happened if an Indian couple had created ruckus in any other country. Yes its very much legal. Any non resident living in india for the past 182 days is considered as resident but non ordinarily resident and they can fight their case in indian court.
They are Canadian citizens and in India on diplomat visa from Canada.I don't think that Indian government can take any action against any Canadian or US Citizen.
